Schutzenhofer, who has been running the Trump Organization's golf club since 2006, was chosen by Trump to lead the renovation of the Reflecting Pool, which had been leaking for years and was full of algae. However, his lack of formal training in architecture or engineering and his status as Trump's private employee have raised concerns about the suitability of his role in government decisions.
The Times noted that Schutzenhofer chose a company to do the renovation that partnered with another company, which then enlisted the help of a third company that had never won a government contract. This led to the application of a polyurea liner that later peeled away, causing further damage to the Reflecting Pool.
Charles Birnbaum, president of the nonprofit Cultural Landscape Foundation, compared the situation to asking a museum guard to restore a painting in the Met, highlighting the inappropriateness of a golf-club manager being involved in such a significant project.
The renovation process also faced challenges due to Trump's tariffs, which made it difficult to obtain polyurea coatings. This led to a partnership with a California-based company, Rhino Linings, which then worked with a Virginia-based company, Atlantic Industrial Coatings, to apply the coating. However, the blue lining began to peel soon after the Trump administration declared the renovations complete, and algae returned.
The Trump administration defended the project, but neither Schutzenhofer nor Rhino Linings responded to questions about their roles. Atlantic Industrial Coatings stated that only a small part of the liner needed repairs, but the overall situation raised questions about the competence and oversight of the renovation process.
The controversy surrounding the Reflecting Pool renovation has also led to legal proceedings. Jeanine Pirro, the U.S. Attorney for the District of Columbia, admitted in a court filing that the damage was the result of a botched installation, not vandalism as Trump had claimed. A judge dismissed felony charges against Olympic canoeist David Hearn, and Pirro has moved to dismiss cases against several others.
